The Employees’ State Insurance Corporation (ESIC) has rolled out the SPREE 2025 (Scheme for Promotion of Registration of Employers and Employees), a six-month initiative active from July 1 to December 31, 2025. Approved during ESIC’s 196th meeting in Shimla chaired by Union Labour Minister Dr. Mansukh Mandaviya, the scheme targets unregistered employers and employees—including contractual and temporary workers—to bring them under the ESI Act’s social security umbrella.
Key Features of the Scheme:
- Zero Retrospective Penalties: Employers can register digitally via the ESIC Portal or Shram Suvidha without facing inspections, demands for past dues, or legal action for prior non-compliance.
- Immediate Coverage: Registration is valid from the employer-declared date, with benefits applicable prospectively. No contributions or benefits apply for periods before enrollment.
- Eligibility: Targets establishments with 10+ employees earning ≤ ₹21,000/month, covering factories, hotels, shops, educational institutions, and municipal contract workers.
- Nationwide Drive: ESIC offices are conducting awareness campaigns via seminars, help desks, and collaborations with state labour departments to reach uncovered sectors.
- SPREE 2025 builds on the success of a 2016 scheme, which enrolled 88,000 employers and 1.02 crore employees. By waiving retrospective liabilities, ESIC aims to reduce litigation and formalize India’s workforce, especially in the unorganized sector
